Guiding Questions 1) Is your state one of the 46 receiving tobacco settlement funds through the Master Settlement Agreement? (Exceptions are FL, MN, MS, TX.) 2) What process was used to determine use of tobacco settlement funds and how is your state managing revenues? Has the money been designated to the General Fund or is it allocated via trust fund, endowment or a foundation? Is involvement of the legislative/appropriations process needed to allocate funds towards certain priorities? 3) Has your state decided to save much of the funds making it a long-term funding option (potentially higher funding in the long-run) or are monies currently being made available (potentially less funding over the long-term)? 4) There is great flexibility in use of these funds. Has your program explored the priority area that best fits your state's agenda - prevention, children's services, health outcomes, maternal-child services? 5) Have you ensured that receiving these funds will not supplant other forms of funding? Have you planned accordingly given the unstable nature of these funds due to decreased tobacco consumption, financial stability of the tobacco manufacturers, etc. that will affect the long-term viability of this source?
