Guiding Questions 1) How does your state plan allocate 30% of Title V funds to prevention services? Did your state specifically receive a Community Integrated Service Systems grant, often used to fund home visiting infrastructure? 2) Have you made contacts with your state Title V program to advocate on behalf of home visitation's inclusion in the state plan? Do you have strong, long-term economic arguments for the presence of home visitation to justify the state expending an up-front match on Title V funding? 3) The use of Title V funding is broadly defined and can be used creatively to complement already established services. Does your state combine Title V and Medicaid funds to collaboratively and comprehensively provide services? Within your state, is early childhood a clearly articulated priority, with clear standards around child development services?
